Reinaldo da Cruz Garcia is an electrical engineer with a Master's degree in Power Systems from the University of Brasília (UnB). He also holds a postgraduate specialization in the Regulation of Electricity and Gas Public Services, with training from the University of São Paulo (USP) and the University of Campinas (Unicamp).
His professional career is marked by broad experience in the Brazilian electricity sector, with work across key institutions involved in planning, regulation, and system operation. At the Brazilian Electricity Regulatory Agency (ANEEL), he worked from 1998 to 2007, taking part in the implementation of the new model for the Brazilian Electricity Sector, with particular emphasis on transmission and generation issues, especially during the transition of the initial contracts.
Upon returning to ANEEL in 2011, he held prominent positions as a Regulatory Specialist in the transmission area and as Coordinator of Transmission Contracting and Service Provision. He also supported the coordination of AC and DC transmission auction processes, actively contributing to the technical preparation of bid documents for major transmission projects in Brazil. From 2021 onward, he served as an advisor to the ANEEL Board, working on matters related to electricity generation, transmission, distribution, and commercialization.
Throughout his career, he has also gained experience at the National Electric System Operator (ONS), at the Ministry of Mines and Energy (MME) as a Technical Planning Consultant, and at the Energy Research Office (EPE), where he worked from 2009 to 2011 as an Energy Research Analyst.
In 2023, he served as Director of Programs at the Executive Secretariat of the Ministry of Mines and Energy, working on government programs and processes related to the National Secretariats for Energy Transition and Planning, Electric Energy, Oil, Natural Gas and Biofuels, and Geology, Mining and Mineral Transformation.
At the end of 2023, he returned to EPE to assume his current position as Director of Electric Energy Studies until now.
